All parties eligible to register into the California Cap-and-Trade Program are eligible to participate in the GHG allowance auctions. In order to participate in GHG allowance auctions, all participants need to meet the registration and account application requirements of the Compliance Instrument Tracking System and Service (CITSS) and meet the financial services qualification and bid guarantee requirements for an auction. It is recommended that user registration in the CITSS be initiated a minimum of sixty (60) days prior to the beginning of auction or reserve sale application period to allow adequate time for user registration and account application in the CITSS, and application for an auction or reserve sale. Please note: reserve sale participation is restricted to covered entities and opt-in covered entities registered in the CITSS.
Yes, California approves each applicant that provides the appropriate application information and that complies with California’s regulatory requirements to become an auction or reserve sale participant provided they meet the other eligibility requirements.
Yes, an entity incorporated outside of the United States can participate and bid in California GHG allowance auctions and reserve sales.
All applicants that qualified for a previous auction or reserve sale, will have their application information stored in the Auction Platform. This information will be carried over for each auction or reserve sale. However, all potential bidders will be required to confirm their intent to bid, and reconfirm the accuracy of their auction or reserve sale application information at least 30 days prior to the next auction or reserve sale.
